Why are we sometimes notified of the dispute a long time after the transaction has been processed?

In certain cases a cardholder has the right to Chargeback a transaction up to 120 days from the date the purchase is processed to their account. When the dispute is due to goods or services not being received, the 120 days rule starts when the goods or services were due to be delivered or provided.
